Hi Deborah...

That tweet looks like it's promoting MENG members to follow, since the #MENG was used. Not best practice really, but I believe that is what the user was doing. Sort of like a #ff follow friday tweet where someone is recommending others to follow that they follow via Twitter. Hope that makes sense.
